BACKGROUND

The Project Development Assistance Center (PDAC) XI was initially established as the center of knowledge in project development and management in the region. Through the years, however, its areas of involvement have extended beyond such concerns. It now provides assistance on the various aspects of development, from development planning to project conceptualization and design, project packaging, fund sourcing for projects, and project management.

While its objective is the generation of planning and project documents, PDAC's approach and overarching framework is the transfer of technical skills and know-how to its clients.

Such is the unique feature of PDAC's assistance - it builds the capability and strengthens the institutional capacity of its clients. The intention is to assist PDAC clients become capable in responding to their respective needs and requirements particularly in the preparation of development planning and project documents, as well as, in the conduct of relevant activities. PDAC XI is an inter-agency entity under the umbrella of the Regional Development Council of Region XI (RDC XI).

Availing of PDAC Services

Interested potential Client may write or call directly to the PDAC XI Secretariat and submit a letter of intent for a PDAC undertaking. The PDAC XI Secretariat will then evaluate the intention of the Client and come up with a set of recommendations on how to go about such undertaking. A meeting or informal discussion between the PDAC Secretariat and the client may be held to level off expectations and work out possible areas of collaboration in the conduct of the undertaking.

As soon as the details of the undertaking have been agreed upon, even in principle, between the PDAC and the client, the signing of the Memorandum of Agreements (MOA) and Terms of Reference (TOR) will ensue. PDAC XI will then start activities based on an agreed work and financial plan.

Fees for PDAC XI services will be charged to the client on a very minimal rate (much lower than what commercial firms would normally charge).
