NEDA XI Launches Citizen’s Charter

As a fitting event to cap the 109th celebration of the Civil Service Month, NRO XI launched its Citizen’s Charter on September 30 at the RDC XI Convention Center, witnessed by important guests from government agencies, local government units (LGUs), business sector and the NRO officials and staff, themselves.
“The Citizen’s Charter represents NEDA’s systematic effort to focus on its commitment towards its stakeholders to improve efficiency in the delivery of its services by reducing bureaucratic red tape and preventing graft and corruption, as well as to promote a culture of excellence in NEDA,” RD Maria Lourdes D. Lim announced during the opening ceremony.
ARD Bonifacio G. Uy presented the charter’s highlights and important features focusing on NEDA’s two frontline services, namely: Technical Assistance to provinces and highly urbanized cities on development planning, policy formulation, investment programming, project development and project monitoring and evaluation; and Request for RDC XI’s endorsement on project proposals. He emphasized that the charter’s issuance was prioritized because NEDA believes that as a government agency, it is its obligation to make its services known to the public and serve its clients with utmost efficiency, honesty, transparency and commitment.
Civil Service Commission ARD Lilia Clamor formally received a copy of the Citizen’s Charter and commended NEDA’s efforts to pursue its completion on time. She gave an inspiring message on public service, quoting Martin Luther King, Jr. that the essence of service is “not having a college degree but to have a heart full of grace and a soul generated by love.” The business sector, through Ms. Nelia Tumarao, Executive Vice President of the Davao City Chamber of Commerce expressed appreciation for the charter and assured its support to the Government’s initiatives to implement the ARTA Law.
The promulgation of the Citizen’s Charter is pursuant to the Anti-Red Tape Act (ARTA) of 2007, which aims to promote transparency in government with regard to the manner of transacting with the public by requiring each agency to simplify frontline service procedures, formulate services standards to observe in every transaction and make known these standards to the client.
